Terms of Use
Vili Chat is a private messenger. Privacy is not a licence to hurt people: there is no tolerance for objectionable content or abusive users. These terms say what you may and may not do, and what happens when someone breaks them.
1. Agreement
These terms are an agreement between you and the operator of Vili Chat named in section 1 of the Privacy Policy ("we"). By registering or using the apps or our servers you accept them. If you got the app from Apple's App Store, Apple's Licensed Application End User License Agreement applies as well; where it and these terms differ about the service itself, these terms apply. How we handle data is described in the Privacy Policy.
2. Who may use Vili Chat
- You must be at least 16 years old.
- Register only a phone number that you are entitled to use, and only for yourself.
- You must not use Vili Chat if the law where you live forbids it, or after we have suspended you.
3. The service
Messages are encrypted end to end between devices. We cannot read them, and we cannot delete a message from someone else's device once it has been delivered. You are responsible for what you send and for keeping your devices, PIN and recovery kit safe. If you lose every device and your recovery kit, we cannot restore your account or messages.
Vili Chat is provided free of charge. It is in development; features may change, and we do not promise that it is always available or free of errors.
4. What you must not send
You must not use Vili Chat to create, send, share or store:
- child sexual abuse material, or any sexual content involving a minor;
- threats, harassment, bullying, stalking or intimidation of anyone;
- hate speech, or content that promotes violence against people or groups, terrorism or violent extremism;
- intimate images of a person without their consent;
- spam: bulk, unsolicited or repeated messages, chain messages, or advertising to people who did not ask for it;
- scams, phishing, fraud or malware;
- content that impersonates another person or organisation in order to mislead;
- someone else's private information without their permission, or content that infringes another person's rights;
- anything else that is illegal where you or the recipient are.
5. How you must not use the service
- Do not register accounts in bulk or by automated means, or register a number you do not control.
- Do not use contact discovery to find out who uses Vili Chat beyond the people in your own address book, or otherwise test phone numbers in bulk.
- Do not request verification codes for someone else's number.
- Do not attack, overload, probe or disrupt our servers or other people's devices, and do not try to get around limits, blocks or suspensions.
- Do not use Vili Chat to contact people who have blocked you through a new account.
6. Reports, blocking and enforcement
- Block. You can block anyone at any time. A blocked person cannot reach you through Vili Chat. Messages from people you have not added arrive as requests, and their attachments are not downloaded until you accept.
- Report. Use Report… on a message, a message request or a conversation, or write to abuse@vili.me. A report contains the messages you select and is signed by your account (see the Privacy Policy).
- Review within 24 hours. We review every report and act on it within 24 hours of receiving it, every day of the week, weekends and holidays included.
- How we decide. Because we cannot read conversations, the text in a report is the reporter's statement. We do not suspend an account on the text of a single report alone; we look for several independent reports or other evidence. We record every decision.
- What we do. Depending on the violation we may take no action, warn the account, or suspend or remove it. For severe violations, such as child sexual abuse material or credible threats of violence, we may suspend or remove an account at once.
- The law. We report illegal content to the authorities where the law requires it, and we answer lawful requests from authorities with the little data we hold (see the Privacy Policy).
If you believe we suspended or removed your account by mistake, write to support@vili.me.
7. Your content
What you send remains yours. Because it is encrypted end to end, you give us no rights to it. When you send a report, you allow us to review the messages you selected and, where the law requires it, to pass them to the authorities.
8. Ending your use
You can delete your account in the app at any time (Settings › Account › Delete Account…). We may suspend or end your access if you break these terms or if the law requires it.
9. Liability
To the extent the law allows, Vili Chat is provided "as is", without warranties, and we are not liable for indirect or consequential loss, or for loss of data that only existed on your devices. Nothing in these terms limits liability that cannot be limited by law, or your rights as a consumer.
10. Governing law
These terms and any dispute about them or about Vili Chat are governed by the laws of Thailand, and the courts of Thailand have jurisdiction. If you use Vili Chat as a consumer, this does not take away the protection of mandatory laws of the country where you live, or your right to bring proceedings there where those laws give it.
11. Changes
We may update these terms. We publish the new version here with a new effective date and announce material changes in the app before they take effect. If you keep using Vili Chat after that, the new terms apply.
12. Contact
The operator and all contact addresses are listed in section 1 of the Privacy Policy: support@vili.me · abuse: abuse@vili.me · security: security@vili.me
